Vanuatu Contribution Program – Citizenship Application
On December 19, 2016, the Republic of Vanuatu has formally passed the Nationality Regulations pursuant to Section 13D of the Vanuatu Citizenship Act [Cap 112]. The Vanuatu Contribution Program was set up as a result of the enactment of the Citizenship (Contribution Program) Regulation Order No, 220. The order sets out the rules of the Contribution Program which raises funds through this program to attract high-quality new immigrants to accelerate the economic development of the country.
Summary of the Contribution Program
Applicants are required to make a contribution of US$8-13 million to the Vanuatu government’s Development Support Account through its Citizenship Designated Agent (the contribution can be made in two stages). After the initial contribution is made, the citizenship application can be lodged in accordance with section 13D of the Vanuatu Citizenship Act [CAP 112]. After the citizenship application is lodged with Citizenship Commission for consideration, it then will be submitted to the Vanuatu Citizenship Screening Committee for clearance and approval as a citizen of the Republic of Vanuatu. It usually takes about 6-8 weeks from submitting an application until the applicant becomes a Vanuatu citizen and obtains a passport. Furthermore, the applicant can lodge the citizenship application along with the applicant’s spouse, minor children aged under 18, unmarried children who are receiving full time education aged between 18 to 25 and parents over 50 years of age.
Section 13D of the Vanuatu Citizenship Act [CAP112] states that the Minister can use the decree to establish a citizenship application for the contribution plan. The amount of the contribution specified in the Act includes the citizenship application of the applicant, his/her spouse and two minor children. In addition, the Prime Minister can also enact additional fee(s) to allow more children including children aged 18-25) and parents aged above 50 to apply for citizenship.
