On June 15, 2018, there was a new law, the "New Law on Private Lodging".

● After the guesthouse owner or manager submits documents to the government, the documents regarding information on the property and proof of fire standards reached, then the guesthouse can be opened without the need of government approval. But, it cannot be opened for more than 180 days in a year.

● However, the following special zones are authorized by the government, there are no restrictions on the number of business days, and they can operate 365 days a year.
・ Ota Ward, Tokyo
・ Osaka prefecture (34 municipalities)
・ Osaka
・ Niigata City
・ Kitakyushu
・ Chiba City, Chiba City

● Except from the above areas, Tokyo (excluding Ota City), Okinawa, and Fukuoka cannot be opened for more than 180 days in a year.
